Where it is

For this guide the area is the town’s land west of Highway 41 north of Horlbeck Creek, with Rivertowne and Phillips, plus Dunes West on both sides of Dunes West Boulevard. The boundary lines are ours; the names come from the town’s subdivision map, which lists Dunes West, Rivertowne and Rivertowne Country Club sections, and Phillips Community, Phillips Creek and Phillips Manor. Rivertowne Parkway and Dunes West Boulevard are the main roads off Highway 41. The town’s zoning map marks Rivertowne and Wood Park neighborhood mixed-use overlays on Highway 41, and its land use plan names Phillips as a hub. Park West is across the highway to the east; see its page.

The town’s Settlement Communities report says the Phillips Community was established in 1878 on land that had been part of the Laurel Hill and Boone Hall plantations. The South Carolina Land Commission subdivided it into 10-acre parcels and sold them to 18 freedmen families for $63 each. Settled along Horlbeck Creek, it had 25 farm lots of 8.5 to 25 acres, and the boundaries of the original subdivision “are still apparent today,” the report says. It lists Phillips among about a dozen settlement communities in and around the town.
